Abstract
Food security is a very important strategic issue for an agricultural country like Indonesia, especially in meeting the needs of rice as the staple food of the majority of the population. The main problem faced today is the high consumption of rice that is not proportional to production, as well as the high number of rice imports despite a production surplus. This study aims to analyze Indonesia's national food security with a focus on rice commodities during the 2018-2023 period. The analysis is conducted on the level of rice self-sufficiency per province, the trend of rice imports, the development of the national food security index, and the factors that affect food security. This study uses secondary data analyzed quantitatively through the self-sufficiency ratio approach, trend analysis, food security index (IKP), and double-log multiple linear regression. The results show that Indonesia nationally reached a rice surplus in 2023, but there are still provinces that are not self-sufficient. Rice imports fluctuate, with a sharp spike in 2023. The national food security index shows an increasing trend, but has not been evenly distributed across regions. The variables of harvest area, production, population, and farmer exchange rate (NTP) have a positive and significant effect on food security, while GRDP per capita has no significant effect. These findings emphasize the need for more equitable and pro-farmer food distribution and production policies to strengthen national food security.
