Abstract

This study examines the implementation of the Sidoarjo District Population and Civil Registration Office (Dispendukcapil) policy in handling multiple birth certificate cases. Using an empirical and descriptive-analytical approach, the research shows that the handling mechanism is carried out through archival verification, validity checks, and administrative settlement with contrarius actus or through cancellation in court. Obstacles that arise include old archives that have not been digitized, small data differences, dependence on the court, weak supervision, and high workload. Resolution efforts include digitizing archives, improving administration, improving coordination, and strengthening employee capacity.
