Abstract
The SIAGA BRO PSC 119 Emergency Medical Service of the Bojonegoro District Health Department is a 24/7 free emergency medical service focused on providing on-site first aid to victims or patients, thereby generating public benefits that are closely related to public value. The objective of this study is to determine how public value is generated by this emergency service. The method used is qualitative with a case study approach. Data was collected through interviews with relevant parties such as SIAGA BRO PSC 119 personnel, the PSC 119 health center network, and service users. Additionally, supporting data in the form of survey documents was also used as a data source. The analysis of public value utilized the public value measurement parameters proposed by Faulkner & Kaufman (2017), which include outcome achievement, trust and legitimacy, service delivery quality, and efficiency. The results indicate that this service provides economic, social, and cultural value to the community. Furthermore, service users are satisfied with the quality of service provided by the staff. However, the service has limitations in terms of insufficient comprehensive outreach and suboptimal reporting of case handling by the PSC 119 community health center network due to limited resources, which affects the evaluation of the SIAGA BRO PSC 119 service network in Bojonegoro.
