Abstract

This research discusses the cooperation between the Republic of Indonesia and Papua New Guinea in managing border areas, particularly the activities of border communities, through the implementation of the Special Arrangements policy applied in the cross-border regions of both countries. The purpose of this study is to identify and analyze the implementation of the Special Arrangements policy, focusing on the regulation of border community activities and its impact on the social, economic, and cultural life in the area. By employing Emmanuel Brunet-Jailly’s theory of Transborder Governance, this research analyzes border management using a multi-level governance approach that involves various levels of government, ranging from national, provincial, to local. The findings indicate that the Special Arrangements policy has provided solutions for border communities, enabling them to legally carry out traditional and cross-border economic activities through documents such as the Border Crossing Card (Kartu Lintas Batas/KLB). This policy has also strengthened social and economic relations between Indonesia and Papua New Guinea, although the border area still faces challenges related to security management and infrastructure. The study concludes that effective border management depends not only on formal state policies but also on the recognition of local dynamics, culture, and the needs of border communities.
