Abstract

Transportation is an essential component in supporting the social, economic, and regional development activities. Mass transportation that has developed in Indonesia includes railways, one of which is the Logawa Train. On February 1, 2025, the Logawa Train changed its train set to Premium Economy with an extended route to Ketapang, Banyuwangi. This change in train set and fares due to route extension can influence passengers’ decisions to use the Logawa Train. This study aims to evaluate the services of the Logawa Train using the Importance Performance Analysis (IPA) method and the fares using the Ability to Pay (ATP) – Willingness to Pay (WTP) methods on the Surabaya – Jember route. Based on the analysis results, the characteristics of Logawa Premium Economy Train passengers are mostly male in the productive age of 20–30 years, students or university students, with monthly incomes of Rp0 – Rp3,000,000, and using this mode of transportation to visit family with a frequency of 1–2 times per month. The average ATP value of passengers is Rp345,378, while the WTP value is Rp204,267 on weekdays and Rp229,267 on holidays. The current fares are Rp195,000 on weekdays and Rp220,000 on holidays, indicating that the fares are still below the ATP and WTP values. The load factor in the last five years was 69.2%, still below the minimum standard. The average service suitability level reached 96.40%, indicating that the service quality has met passenger expectations. Based on the IPA analysis, priority improvements include attributes in quadrant I, while attributes in quadrant II need to be maintained. This research is expected to serve as an evaluation material for operators to improve service quality and set fares according to passengers’ ability and willingness to pay.
