Abstract
Abstract: This study aims to describe the dynamics of collaboration in addressing cases of domestic violence against children in the city of Surabaya. Domestic violence refers to behavior inflicted by an individual upon family members, encompassing various forms of abuse, ranging from social exclusion, coercion, and restriction of freedom, to unfair economic control. The number of child abuse cases has shown a fluctuating trend across various regions, including Surabaya, where it has notably increased over the past three years. The collaborative governance model is expected to create synergy through cooperation among stakeholders in tackling complex issues, with a collective and action- oriented decision-making approach. This concept emphasizes collaboration among various actors, including government agencies, community groups, and non-governmental organizations, to formulate effective solutions to public problems. Data for this study were obtained through documentation and observation. The findings of the research provide an overview of the collaborative dynamics in handling domestic violence ases against children in Surabaya, which have been progressing well by prioritizing the best interests of the child and making children the central focus of this collaboration. This research is analyzed using Emerson's theory of Collaborative Governance, which includes the elements of principled engagement, shared motivation, capacity for joint action, action, and adaptation.
