Abstract
Gresik Regency is one of the strategic regions in Indonesia that has become a primary destination for foreign direct investment (FDI), supported by its advantageous geographical location and the development of integrated industrial areas such as the Java Integrated Industrial and Port Estate (JIIPE). Exchange rate fluctuations, limited absorption of the local workforce due to skill mismatches, and the relatively high Regional Minimum Wage in Gresik raise questions regarding the extent to which these variables influence FDI realization in the region. This study aims to examine the effect of the exchange rate, labor force participation rate, and regional minimum wage on the realization of foreign direct investment in Gresik Regency during the 2008–2023 period, using multiple linear regression analysis on time series data. The analysis results show that the exchange rate has a significant effect on FDI, while the labor force participation rate does not have a significant effect. In contrast, the regional minimum wage has a significant effect on FDI. These findings imply that foreign investors tend to place greater importance on economic stability, the quality of human resources, and the availability of infrastructure. Therefore, maintaining macroeconomic stability and improving human capital quality are crucial factors in attracting foreign investment to the region.
