Abstract

This study aims to analyze the implementation of Dynamic Governance in the administration of Nganjuk Smart City by the Pemerintah Daerah Kabupaten Nganjuk. This research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation involving five Organisasi Perangkat Daerah (OPD): Dinas Komunikasi dan Informatika, Dinas Kependudukan dan Pencatatan Sipil, Dinas Tenaga Kerja, Dinas Koperasi dan UMKM, and Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu. The theoretical framework used is Dynamic Governance by Neo and Chen , which emphasizes three core capabilities: thinking ahead, thinking again, and thinking across, along with the element of organizational culture and change. The findings indicate that despite various innovations in digital public services, the implementation of dynamic governance still faces several challenges, including suboptimal inter-agency coordination, weak data-based evaluation, and low digital public participation. This study recommends strengthening adaptive organizational culture and enhancing system integration and cross-sectoral communication to support the sustainability and effectiveness of Smart City governance.
