Abstract

This study examines the public diplomacy strategies implemented by France and Germany in hosting the Euro 2016 and Euro 2024 international soccer tournaments. Both countries utilized these sporting events as a platform to strengthen their national image, convey strategic values, and build influence through soft power approaches. This study employs Nicholas J. Cull's theory of public diplomacy, which encompasses five elements: listening, advocacy, cultural diplomacy, exchange diplomacy, and international news broadcasting. Using a descriptive qualitative approach and comparative study methods, this research analyzes how each element is applied in different socio-political contexts. The results show that France at Euro 2016 emphasized the restoration of its national image after the terrorist attacks with a strong cultural and domestic security approach, while Germany at Euro 2024 highlighted the values of sustainability, inclusivity, and international cooperation. The similarities lie in the structure of the public diplomacy strategy framework used, while the differences are reflected in each country's technical, symbolic, and geographical approaches. This study demonstrates that public diplomacy in sporting events serves not only as a promotional tool but also as a means to showcase national identity and dynamic global interests.
