Abstract

This research target is to analyze the form of inter-public institution partnership (Public–Public Partnership) in the preservation of the intangible cultural heritage of Riyaya Undhuh-Undhuh in Jombang Regency. Riyaya Undhuh-Undhuh is an annual tradition held by GKJW Mojowarno as a thanksgiving celebration for the harvest. Although it has been recognized as an Intangible Cultural Heritage by the government, its implementation still relies entirely on the church community without significant involvement from the local government. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The data analysis uses Public– Public Partnership indicators developed by Lobina & Hall (2009), which include human resource training and development, technical support, institutional efficiency, financial support, accountability, and partner participation. The results show that the partnership between the local government and GKJW Mojowarno is not yet optimal. The government has not provided training, technical assistance, or financial support for the cultural preservation. The entire event is still self-funded by the church congregation. Therefore, stronger commitment and collaboration from the local government are needed to ensure that the preservation of Riyaya Undhuh-Undhuh can be sustainable and institutionally developed.
