Abstract

The Central Bureau of Statistics Surabaya conducts manual selection of BerAKHLAK employees through subjective questionnaires. This BerAKHLAK employee selection process is conducted on a monthly basis and is known as the BerAKHLAK Employee of the Month (BROMO) selection, based on the core values of BerAKHLAK civil servants, which include service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative. This process raises issues such as a lack of consistency, transparency, and accuracy in assessment. To overcome these challenges, a Decision Support System (DSS) was designed using the Analytical Hierarchy Process (AHP) method, which assigns weights to each criterion through pairwise comparisons and consistency checks, leading to precise and reliable weight values. The calculated criterion weights were subsequently applied in the normalization process of final scores through the Simple Additive Weighting (SAW) method to produce the employee ranking outcomes. The evaluation is based on five criteria: innovative (47%), creative (27%), experimental (14%), agile (8%), and visionary (4%). Based on the SAW method calculation, the employee who achieved the highest score of 95.58 was recognized as the Employee with High Ethics.
