Abstract
ABSTRAC This study aims to analyze the implementation of the Generation Planning Program (GenRe) in efforts to reduce the rate of early marriage in Tegalsiwalan Subdistrict, Probolinggo Regency. The phenomenon of early marriage is one of the social problems that still occurs in this area, which has a negative impact on the welfare of children and families. The GenRe Program was launched as a strategic initiative by the government to provide education and guidance to adolescents approaching marriage age, as well as to prepare them adequately for family life. This study employs a qualitative method with a descriptive approach. Data was collected through in-depth interviews, observations, and document reviews from various stakeholders, including program participants, GenRe facilitators, and local government officials. Edward III's Policy Implementation Theory was used to analyze the factors influencing the program's implementation success, including communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the GenRe Program in Tegalsiwalan Subdistrict is generally effective, but still faces several obstacles, such as limited resources and community support. However, this program has had a positive impact in reducing the rate of early marriage in the area, particularly through increasing adolescents' awareness and knowledge of the importance of future planning.
