Abstract

Along with the growth of urbanization and population, the volume of waste continues to increase significantly. The lack of public awareness in managing waste remains one of the main contributing factors to the ongoing waste management problems, which are still difficult to resolve. The increasing amount of waste generated in Surabaya mostly originating from household activities has prompted the Surabaya City Government to formulate a community-based waste management policy grounded in the 3R principles (Reduce, Reuse, Recycle), one of which is implemented through the waste bank initiative. This study aims to describe the implementation of the waste management policy at the Bintang Mangrove Waste Bank in Surabaya City, based on the Regulation of the Minister of Environment and Forestry No. 14 of 2021 and Surabaya City Regional Regulation No. 1 of 2019. The research employs a descriptive qualitative approach, using data collection techniques such as observation, interviews, and documentation. The theoretical framework used is the Policy Implementation Theory by Randall B. Ripley and Grace A. Franklin (1986:232). The results of the study show that the level of compliance in the implementation of waste management policies at the Bintang Mangrove Waste Bank has been carried out through two main aspects: waste reduction and waste handling, in accordance with the waste bank management policy. Waste reduction is implemented through recycling and reusing activities. Waste handling includes sorting, collecting, processing, and distributing waste. The Bintang Mangrove Waste Bank also fulfills its role in community education through the River School program and encourages behavioral change toward sustainable waste management. Although the implementation has generally been effective, several challenges remain, such as limited human resources for waste sorting and low market interest in recycled products. The impact of the waste management activities at the Bintang Mangrove Waste Bank includes the realization of the 3R principles and the application of a circular economy, which provides ecological, educational, and economic benefits for the community.
