Abstract
Since the Russian invasion of Ukraine in February 2022, Poland has become one of the host nations for war refugees and has changed many of its policies regarding refugees. The policy changes are aimed at meeting the needs of Ukrainian refugees in various aspects. This research aims to analyze the factors that caused Poland to soften its foreign policy towards Ukrainian refugees in 2022-2024. The author uses a descriptive qualitative research method with a literature study approach and uses the Windows of Opportunity theory as a framework for analyzing Poland's policy changes. The results of this study show that Poland's foreign policy changes were influenced by 2 main factors, namely domestic factors and international factors. These two factors drove the Polish government to relax its policy towards Ukrainian refugees.
