Abstract
Education plays an important role for women and children in Indonesia, serving as the main foundation for human resource development and national progress. However, challenges in access to education remain an obstacle, especially in urban areas such as Surabaya City, which has the lowest School Participation Rate (SPR) in East Java for the 7-12 age group. One of the government's efforts to improve educational access is through the Kampunge Arek Suroboyo Friendly to Women and Children Program (KAS-RPA) in the Learning Village category. This study aims to analyze and describe the implementation of this program in Gebang Putih Village, Sukolilo District, Surabaya City using George Edwards III’s public policy implementation theory, which covers four key factors or variables that influence the success or failure of policy implementation: communication, resources, disposition, and bureaucratic structure. The research method used is qualitative with a descriptive approach. The results indicate that the implementation of the KAS-RPA Program in the Learning Village category in Gebang Putih Village is quite successful. This success is driven by effective communication, adequate availability of resources, positive disposition of the implementers, and a clear and flexible organizational structure. Nevertheless, there are challenges that need attention, namely the limited funding to ensure the sustainability and optimization of the program, as well as the need to improve formal documentation to support program evaluation in the future. This study contributes to understanding the key factors in the implementation of educational programs that impact the improvement of access and quality of education.
