Abstract
Public minivan or angkot is one of the public transportation that was once the choice of the peoples in the early 2000s. However, in recent years, angkot has become increasingly unpopular. This has caused a decrease in the number of angkot fleets in operation, active routes and daily income of angkot drivers. In 2023, the Surabaya City Transportation Department launched the Wira-Wiri Suroboyo feeder transportation which has almost the same function as angkot. At the beginning of its launch, the Transportation Department also carried out empowerment by recruiting former angkot drivers to become the crew of Wira-Wiri Suroboyo. The purpose of this research is to analyze and describe the empowerment of former public minivan drivers through the Wira-Wiri Suroboyo program by the Surabaya City Transportation Department. The research method used in this study is descriptive qualitative with data collection techniques through interviews, observations and documentation. The results of this study indicate that based on the theory of Community Empowerment by Ginanjar Kartasasmita which consists of Enabling, Empowering and Protecting. The empowerment of former public minivan drivers carried out by the Surabaya City Transportation Department through the Wira-Wiri Suroboyo feeder transportation program has been running well. However, several concerns need to beconsidered by the Transportation Department and the Surabaya City Government to ensuring the sustainability of this program in the future.
