Abstract

Building Approval (PBG) is a mandatory permit required by building owners when constructing a building. In Surabaya, particularly in Kenjeran District, many residential buildings have been found erected without a PBG. Observing this phenomenon, the Surabaya City Government, through the Department of Public Housing, Settlements, and Land (DPRKPP)—which has a key role in managing building permits, especially PBG—needs an effective strategy to enforce these permits. This research aims to examine DPRKPP's strategy in increasing the number of residential PBG permits in Kenjeran District, Surabaya. The study employs a qualitative research method, with data collection conducted through interviews, observations, documentation, and literature review. Based on the research findings, which utilized Fred R. David and Forest R. David's strategic management concept (examining strategy formulation, implementation, and evaluation), it was found that DPRKPP's strategy formulation already has a clear foundation through its vision, mission, regulations, and long-term goal setting. However, the strategy's implementation process is not yet optimal due to various internal and external challenges faced by DPRKPP. Furthermore, the lack of proactive, tiered evaluations down to the sub-district level means the implemented strategy is less adaptive and, consequently, less effective.
