Abstract

The contribution of Regionally-Owned Enterprises (BUMD) in driving regional economic growth is still not optimal. Not all BUMD subsidiaries are able to make a significant contribution to Regional Original Income (PAD), so the existence of supervision is very important. The East Java Provincial Government as a shareholder has the authority to supervise the performance of BUMD and its subsidiaries. Based on this, this study aims to evaluate the implementation of the supervisory and guidance functions by the East Java Provincial Economic Bureau on the performance of BUMD, as well as identify the steps taken to improve the quality of supervision and guidance. This study uses an empirical juridical approach, namely a legal research method that examines applicable laws and regulations and relates them to real conditions in the field. The results of the study indicate that the implementation of supervisory and guidance responsibilities by the East Java Provincial Economic Bureau towards BUMD PT. Petrogas Jatim Mineral is carried out through several stages, including: the preparation of policies, guidelines, and technical standards; implementation of restructuring; monitoring and evaluation of performance through annual reports and financial reports; and strengthening synergy between BUMDs. Obstacles encountered in implementing supervision and guidance include: a lack of regulations or regional regulations supporting SOPs for supervision and guidance, limited organizational capacity, and a limited budget. To address these obstacles, several efforts have been made, such as proposing that supervision of regionally-owned enterprises (BUMD) be handled by regional government agencies at the agency level, revising regional regulations related to BUMD, and encouraging the use of technology through the development of an e-BUMD system.
