Abstract
This study aims to analyze the development of Kapas Biru Waterfall as a natural tourist attraction in Lumajang Regency using the 6A approach: Attraction, Accessibility, Amenities, Available Packages, Activities, and Ancillary Services. The method used is descriptive qualitative, with data obtained through observation, interviews, and documentation. The results indicate that Kapas Biru has prominent natural attractions, but is hampered by difficult road access and minimal infrastructure. Available facilities are still rudimentary, tour packages are poorly organized, tourist activities are limited, and supporting services such as security and information are still minimal. Supporting factors include natural beauty, community support, and potential for digital promotion. Conversely, the main obstacles include limited infrastructure, a lack of facilities, a suboptimal government role, and the absence of integrated management. These findings are expected to serve as a reference in designing sustainable tourism development strategies in Lumajang.
