Abstract
The significant decline in both physical and digital visitors at the East Java Provincial Library has become a serious challenge, especially amid the rising literacy index in society. This situation highlights a gap between increasing reading interest and actual library visits. This study aims to analyze the strategies implemented by the library to boost public participation. A descriptive qualitative method was employed, using data collection techniques such as observation, in-depth interviews, and documentation. Data were analyzed using the SWOT approach. The findings indicate that the East Java Provincial Library is positioned in Quadrant I of the SWOT matrix, making the SO (Strengths and Opportunities) strategy a top priority. The proposed strategies include optimizing digital promotion through social media, expanding community-based literacy programs, and integrating digital library services into popular online platforms.
