Abstract
The increase in population due to urbanization has led to a high rate of land conversion into residential areas, resulting in low agricultural productivity in urban areas. Surabaya still depends on food supplies from surrounding areas to fulfil its residents’ needs. This dependence will have a negative impact if the surrounding areas experience a decline in agricultural productivity. To anticipate this, the Surabaya City Government encourages the community to engage in urban farming by utilizing the land around them. One of the urban farming groups officially supported by the Surabaya City Food Security and Agriculture Department in its development is the Serpis Farmers’ Group. This study aims to identify the strategic management approach to developing urban farming within the Serpis Farmers’ Group. The method used in this study is a qualitative case study, with data collection techniques including observation, interviews, and documentation. This study focuses on strategic using the three stages of Strategic Management by David (2016): strategy formulation, implementation, and evaluation. The study results indicate that in developing urban farming in the Serpis Farmers’ Group, the Surabaya City Food Security and Agriculture Department provides guidance through Agricultural Extension Officer. The strategy formulation stage has been implemented based on identifying needs and issues within the Serpis Farmers’ Group; however, there are no specific long-term vision, mission, or objectives for its development direction. The strategy implementation stage has been carried out, in addition to developing hydroponic cultivation and marketing it, there is also the Kebun Kita (Kabuki) Cafe and Eduwisata. Strategy evaluation stages have also been carried out regularly to monitor progress and determine strategy improvements.
