Abstract
This study aims to analyze the results of the evaluation of the Ballada Cinta Program (Bayi Baru Lahir Langsung Cetak KIA dan Akta) at the Population and Civil Registration Office of Sampang Regency. The background of the research departs from the aim of the Sampang Regency Population and Civil Registration Office to facilitate the community in obtaining birth certificates and KIA for newborns by integrating services through villages/kelurahan and health facilities through the Ballada Cinta program. The research used descriptive qualitative methods with data collection techniques through observation, interviews, and documentation. The research method uses the formative evaluation model by Michael Scriven (1967) including: identifying the results of program implementation periodically, identifying whether clients or participants are moving towards planned goals, identifying whether resources have been used according to plan. The results showed that the Ballada Cinta Program showed quite good achievements, especially in increasing birth certificate ownership and validating population data, although the level of community participation was still relatively low. The implementation of the program has been running according to procedures, but it has not been evenly distributed because some villages and health facilities experience obstacles to officer regeneration and lack of socialization to the community. In addition, the limited special budget and uneven infrastructure also affect the effectiveness of civil registration services.
