Abstract

This study explores the meaning of SIMAN V2 digital transformation for stakeholders at Surabaya Maritime Polytechnic and analyzes its impact on accountability and transparency in state asset management. Using a qualitative phenomenological approach with the Stevick-Colaizzi-Keen analysis model through in-depth interviews with eight informants, participatory observation, and documentation study with data triangulation. Findings reveal that the transformation does not follow conventional change patterns of Kurt Lewin, but rather begins with external policy mandates requiring rapid adaptation. Structural changes from single-user to multi-level user systems create hierarchical authorization and digital work culture. Transparency increases significantly through real-time access and centralized databases, while accountability is strengthened by activity logging systems and check-and-balance mechanisms. Operational efficiency is achieved through system integration and process automation. The research produces an Enhanced Change Model for mandatory public sector transformation and Governance-Driven Change Theory that positions good governance principles as active catalysts for sustainable transformation.
