Abstract

The change in Mali's foreign policy, especially through cooperation with the Wagner Group in 2019-2021 was triggered by a combination of domestic and international factors. Domestically, the split between the democratic government of Ibrahim Boubacar Keita and the Malian Armed Forces (FAMa) was the starting point. Widespread public opinion, reinforced by anti-Western sentiment. The Facebook platform became the main medium for spreading this opinion, supported by pro-Wagner nationalist Groups such as Jerewolo Debout Sur Les Remparts and Groupe Des Patriotes Du Mali (GPM). The M5-RPF coalition, including the opposition party Union pour la République et la Démocratie, also supported Russian influence and Wagner's presence. International factors include the geopolitical dynamics of France and Russia. The failure of the French military operation in Mali was used by Russia to offer partnership. ECOWAS sanctions following the 2020 military coup forced the military junta to seek new partners for legitimacy. Mali-Russia bilateral cooperation paved the way for Wagner. The increasing intensity of the separatism conflict, which caused many casualties, prompted Mali to initiate cooperation. The 2020 coup gained momentum after communication between the military junta and the Wagner Group was established. The military junta saw Wagner as a window of opportunity to resolve the conflict, assert sovereignty and protect its position in Mali.
