Abstract

ABSTRACT This study discusses the changes in Germany's foreign counterterrorism policy during the 2016–2021 period, focusing on the Weißbuch 2016 document as a framework for strategic policy. Through the theoretical approach of the Window of Opportunity proposed by Joakim Eidenfalk, this research analyzes how critical moments, both domestic and international actors, and Angela Merkel's leadership style created opportunities for policy change. This study uses a qualitative-descriptive method with a literature review technique based on primary and secondary sources such as official German government documents, reports from international organizations, media coverage, and academic journals. The findings indicate that the terrorism crisis, which peaked in 2015–2016, generated political and social pressure on the German government. Angela Merkel, as a leader, seized the opportunity from this crisis to push for counterterrorism policy reform through the Weißbuch 2016, emphasizing the integration of domestic security and international cooperation. This change was influenced by various factors, including public opinion pressure shaped by the media, increased support for the right-wing populist party (AfD), and the escalation of global terrorism threats originating from ISIS. This study concludes that the Window of Opportunity in the German case emerged through the synergy between crisis pressure, timing, and leadership capacity, which was then utilized to respond to changes in the strategic environment.
