Abstract

Population administration is the foundational element of high-quality public services, particularly in ensuring citizens’ rights to official identification documents such as the Identity Card (KTP). Surabaya, as the second-largest metropolitan city in Indonesia with an area of 333.063 km² and a population of 2.87 million, faces complex challenges in managing its population administration services. Data from the Surabaya City Population and Civil Registration Office (Dispendukcapil) in 2024 shows a significant gap between the target and actual outcomes, with KTP ownership reaching only 46.68% of the eligible population. This condition indicates a discrepancy between the theory of public service emphasizing accessibility and field practices that are still constrained by conventional systems. This study aims to analyze the implementation of the Jemput Bola Administrasi Kependudukan (JEBOL ANDUK) Goes to School Program in increasing KTP ownership among students at SMAN 17 Surabaya, based on George C. Edward III’s policy implementation theory. The research uses a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. The main findings indicate that program implementation remains suboptimal in terms of communication, where dissemination of information on the importance of KTP and population administration is still limited. On the other hand, the resource aspect is running effectively, supported by four trained officers and adequate facilities. The disposition aspect shows a positive response, with 205 participating students, and the bureaucratic structure aspect has complied with a flexible standard operating procedure (SOP). The study concludes that although the JEBOL ANDUK Goes to School program has the potential to increase student KTP ownership, improvements in communication strategies are necessary to achieve optimal and sustainable implementation.
