Abstract
This study aims to understand and analyze flood disaster mitigation management by the Regional Disaster Management Agency (BPBD) in Kedunggempol Village, Mojosari District, Mojokerto Regency. This research employs a qualitative method with a case study approach. The researcher applies the Disaster Management Theory by Nick W. Carter (2008). The study utilizes qualitative case study methods with data collection techniques including interviews, observations, documentation, and literature review. The results indicate that the implementation of non-structural mitigation efforts, such as training, education, and early warning systems, remains limited, with community participation yet to be optimized. BPBD has not fully established local institutions nor provided mitigation incentives. Meanwhile, in terms of structural mitigation, Kedunggempol Village only has levees in unstable condition and often damaged, along with some non-engineered buildings that have been elevated by the community. In conclusion, although there are efforts in both structural and non-structural disaster mitigation, the implementation is still not optimal. Strengthening policies, coordination, and comprehensive community involvement are required to minimize flood disaster risks in the area.
