Abstract

The development of information technology has driven transformation in the government sector through e-government initiatives, including the implementation of the Regional Government Information System (Sistem Informasi Pemerintahan Daerah/SIPD), which is expected to facilitate regional financial management processes. The Regional Financial and Asset Management Agency (BPKAD) of Bojonegoro Regency is one of the regional institutions that has implemented this SIPD system. However, several issues have been identified in its implementation. This research aims to analyze the effectiveness of SIPD implementation at the Regional Financial and Asset Management Agency (BPKAD) of Bojonegoro Regency.The research methodology employed is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Data analysis utilizes the Miles interactive model with effectiveness evaluation based on the DeLone and McLean (2003) model, which encompasses six indicators: system quality, information quality, service quality, usage, user satisfaction, and impact.The research findings reveal that among the six evaluated indicators, only service quality is deemed effective, while the other five indicators are ineffective. System quality faces challenges with uncomfortable interface design and feature limitations. Information quality shows significant variations across different work units, with the treasury and accounting divisions experiencing information limitations. SIPD usage levels are very high but accompanied by operational constraints. User satisfaction varies, with the budget division showing high satisfaction while the treasury and accounting divisions experience dissatisfaction. Implementation impact demonstrates regulatory compliance but creates high operational burden.Therefore, it can be concluded that the Regional Government Information System at the Regional Financial and Asset Management Agency in optimizing regional finances has not been effective.
