Abstract
Waste management that has not been optimized is an example of environmental problems. The problem of waste in Surabaya is one of the main problems that must be considered for resolution. Realizing a healthy and clean environment requires a lot of support from outside factors. The Surabaya City Government cooperates with Non-Governmental Organizations (NGOs) in waste management. Here comes Surabaya Main Waste Bank (Bank Sampah Induk Surabaya) as an independent institution that helps process waste as a step to eradicate environmental problems. This institution is present as one of the actors in environmental governance. This institution was built voluntarily and aims to improve the welfare of the community. The purpose of this research is to describe the formulation of waste management strategy implemented by Surabaya Main Waste Bank (Bank Sampah Induk Surabaya). This research uses a descriptive qualitative method and data collection is carried out through a process of observation, in-depth interviews and documentation. This research was analyzed using strategic management theory from Hunger J. David and Thomas L. Wheelen, namely Mission, Goals, Strategies and Policies. The results showed that Surabaya Main Waste Bank (Bank Sampah Induk Surabaya) has succeeded in managing waste optimally and successfully formulating strategies, formulating and implementing missions, setting measurable goals and enacting policies that greatly help the organization to achieve its goals.
