Abstract

This study aims to analyze the process of community empowerment through the Labor-Intensive Program in Kampung Batik Tin Gundih, Bubutan District, Surabaya City. This program is a form of policy intervention by the Surabaya City Government to reduce unemployment and poverty through the creation of productive jobs that involve economically disadvantaged and vulnerable residents. This study employs a descriptive qualitative approach with data collection techniques including in-depth interviews, participatory observation, and documentation. The theoretical framework used is based on Wilson's empowerment process model as cited in Hady et al. (2021), which includes four stages: awakening, understanding, harnessing, and using. The research results indicate that all four stages have been implemented in the Labor-Intensive Program at Kampung Batik Tin Gundih. The awakening stage began with a cangkrukan forum that raised collective awareness among residents about local potential. The understanding stage was marked by batik-making training and the internalization of cultural identity. The harnessing stage was evident in residents' participation in batik production and digital marketing, while the using stage reflected residents' consistency in integrating batik-making skills into their work and social lives. However, the program's success still faces structural challenges, such as weak organizational management, inconsistent incentives, and disparities in resident participation. This study recommends institutional strengthening, performance-based incentive systems, and sustained mentoring to promote more equitable and sustainable empowerment transformation.
