Abstract
Waste management issues in Jombang Regency are still a serious challenge that requires comprehensive handling. Kepanjen Waste Disposal Site (TPS) as one of the main locations for waste collection in this region receives a very large volume of waste every day. This study aims to examine in depth the implementation of waste management policies at TPS Kepanjen using a descriptive qualitative approach. Data was collected through three main methods: direct observation in the field, in-depth interviews with various stakeholders, and analysis of relevant policy documents. The results revealed several critical findings. First, it was found that the communication aspect plays an important role, but there is still a gap between the planning made and the implementation in the field. Secondly, resource constraints in the form of limited operational budgets, lack of manpower, and inadequate facilities and infrastructure are the main obstacles. Third, this study found interesting facts about the high dedication of the Environmental Agency's field officers who continue to work optimally despite receiving wages below the district minimum wage standard. However, this needs to be balanced with increased active participation from the community. Fourth, the organizational structure of waste management, which actually has a strong legal basis, has not been able to function optimally in practice. Based on these findings, this study concludes that waste management in Kepanjen TPS requires an integrated approach, including increased policy coordination, adequate resource allocation, strengthening human resource capacity, and collaboration with several parties. This recommendation is expected to encourage sustainable solutions in handling waste in Jombang Regency.
