Abstract

Law enforcement against child victims of sexual violence is a form of the state's responsibility in providing legal protection. This study aims to examine the implementation, obstacles, and countermeasures carried out by the Women and Children Protection Unit of the Surabaya Metropolitan Police. The research method used is empirical juridical with a qualitative approach through interviews, documentation, and literature study. The results show that the implementation of law enforcement refers to applicable regulations, but in practice, there are still obstacles such as delayed reporting, lack of evidence, and pressure from perpetrators or the environment. Efforts made include legal counseling, public education, prosecution of perpetrators, and the imposition of criminal sanctions. However, the effectiveness of law enforcement still needs to be improved through strengthening the reporting system and victim protection.
