Abstract
This study aims to analyze the implementation of collaborative governance in the Family Planning Program (KB) located in Jagir Village, Surabaya City, in an effort to control the rate of population growth. This research uses a qualitative approach with the integrative framework of Emerson et al. (2012) which consists of collaboration dynamics, collaboration actions, and impact & adaptation. The study found that collaboration between the government sector, private sector, and civil society has formed positive synergies in the implementation of family planning programs, although there are still barriers in terms of service distribution and family planning education with long-term contraceptive models. This study confirms that effective multi-stakeholder engagement can improve the quality of family planning services and strengthen family resilience as a population control strategy in Surabaya City.
