Abstract

ABSTRACT IMPLEMENTATION OF THE SCHOOL EMPOWERING PROGRAM PROTECTING WOMEN AND CHILDREN (SEKOPER BERLIAN) IN TAMBAKREJO VILLAGE, JOMBANG ESTI PUJI RAHAYU NPM. 18041010112 The implementation of community empowerment is one of the efforts to achieve social welfare. In this case, to achieve social welfare, the Jombang Regency Government carries out the Women Empowering School program to protect women and children. The objective of this research is to describe and analyze the implementation of the Women Empowering School Protecting Women and Children Program (SEKOPER BERLIAN) in Tambakrejo Village, Jombang. The type of research used is qualitative with a descriptive approach. The focus of this research uses the factors that determine the success or failure of an implementation, as proposed by Erwan and Dyah in Public Policy Implementation (2015), which includes 6 factors: policy quality, adequacy of budget policy inputs, instrument accuracy, implementor capacity, characteristics and support of target groups, and socio-economic and political geographical environmental conditions. The data source in this research uses both primary and secondary data sources. Primary data is obtained through interviews, documentation, and observation. Meanwhile, secondary data is used to complement the primary data needs. The results of this study indicate that the implementation of the Empowering Women School program to Protect Women and Children in Tambakrejo Village can run well. This is because it has met 6 factors of policy implementation success, namely in the quality factor of the policy there are clear objectives and clarity of program implementers. In the adequacy of policy input factor, sufficient funding has been allocated for activities sourced from village funds. In the appropriateness of instruments factor, learning methods that are suitable for community conditions have been used and are implemented regularly. In the implementer's capacity factor, the number of program administrators is adequate, and the administrators have also received training from the DPPKBPPPA of Jombang Regency so that they have the necessary competencies. In terms of the characteristics and support factors of the target group, they have also received full support from the Tambakrejo village community. As for the socio-economic and political environmental conditions, they have been successfully implemented because the environmental conditions are conducive, thus supporting the efforts to achieve policy objectives.
