Abstract
Parking policy is an important part of urban transportation management, especially in areas with high activity such as the Sunan Ampel Religious Tourism Area. This area has a high intensity of vehicle activity, which causes complex parking problems. This study aims to analyze the implementation of regulatory policies on parking in the city of Surabaya, especially in the Sunan Ampel Religious Tourism Area. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The theory used is the policy implementation theory from Ripley and Franklin which includes three indicators, namely the level of compliance, smooth implementation of routines, and the performance and impacts produced. The results of the study indicate that the implementation of the policy has not been running optimally. There are still illegal parking practices, parking attendants without official attributes, parking tariff violations, and low supervision and understanding of applicable regulations. Performance in achieving Regional Original Income (PAD) is also not optimal. Strengthening supervision, improving parking facilities, and continuous education for parking attendants and the community are needed to support the effectiveness of the policy.
