Abstract
Social welfare is a condition where all needs are met for citizens with the aim of improving the quality of life so that they can carry out their social functions. News about the implementation of social welfare for people with disabilities has often been an interesting phenomenon until now. The Surabaya City Government wants to eliminate the negative stigma for people with disabilities by preparing an internship program for them. Program magang disabilitas (Pro Gadis) was started in 2017 by using Law Number 13 of 2003 concerning Manpower as the basis. The purpose of Pro Gadis is to realize equal social welfare, especially for groups of people with disabilities. This study aims to describe the role of the pentahelix component in program magang disabilitas (Pro Gadis) in the city of Surabaya. The method used in this study is qualitative with a descriptive approach. Data collection techniques in this study were carried out through interviews, observations, and documentation. The selection of informants was carried out purposively and snowball. In this study, the analysis used refers to the Pentahelix concept from Sudiana (2020), which emphasizes five main elements as the focus of the study, namely the government, academics, business actors, media, and the community. The results of the study show that the roles of Pentahelix actors run with varying degrees of effectiveness. The government, through the Department of Industry and Manpower (Disperinaker ), plays a significant role as an initiator, regulator, facilitator, and implementer of monitoring and evaluation. The activeness of the government is the main factor in ensuring the sustainability and inclusiveness of the program. Business actors also show real contributions and have played their roles well. Especially through the provision of internships, job training, the creation of an inclusive work environment, to empowering interns to become permanent employees. Furthermore, the role of academics has run well. The role of academics in this case is dominated by Special Schools (SLB) which function as providers of participants and companions, but have not been accompanied by institutional contributions from universities due to the lack of formal cooperation. The role of the community is not running well because it has not been optimally involved, although there are several informal initiatives from communities such as Begandring and IWAPI. Finally, the role of the media in Pro Gadis has also not played an optimal role. The media has contributed to the publication and dissemination of information, but its role is still incidental without structured cooperation.
