Abstract

Persons with disabilities have equal rights to employment, one of which is the right to work in the formal sector. However, people with disabilities often receive discriminatory treatment and experience obstacles in obtaining decent work. The government seeks to provide equal opportunities for people with disabilities by establishing a 2% quota policy for people with disabilities to work in the local government environment in accordance with Law Number 8/2016. This research aims to analyze the implementation of the quota policy for disabilities to work in the Surabaya City government referring to the Van Meter & Van Horn (1975) policy implementation theory. This research uses a qualitative case study approach with data collection techniques including observation, interviews, and documentation. The results showed that: (1) In the focus of policy standards and objectives, the Surabaya City government has a clear legal basis as a guideline in implementing the policy; (2) In the focus of resources, there are limited resources available to implement the policy; (3) In the focus of implementing organization characteristics, the Surabaya City Government does not yet have an SOP to implement the policy; (4) In the focus of inter-organizational communication, it has gone well with the socialization of policies; (5) The attitude of implementers in implementing the policy has gone well as seen from the agency's response to the acceptance of employees with disabilities; and (6) In the focus of the social, economic and political environment, it is quite supportive, but there are still obstacles from the economic aspect. The conclusion of this research is that the implementation of the policy of a minimum quota of 2% of workers with disabilities in the Surabaya City government has not been implemented optimally, because the implementation still encounters obstacles such as limited resources in supporting policy implementation, and the absence of SOP that regulate implementation guidelines.
