Abstract
This study aims to analyze the public diplomacy strategies employed by Thailand in communicating halal tourism through the Amazing Thailand program during the period of 2019–2024. Using a qualitative descriptive approach and Mark Leonard’s public diplomacy framework, the research explores the implementation of three key dimensions of public diplomacy: news management, strategic communication, and relationship building. Data were collected through literature review from secondary sources such as official government reports, mass media, and academic journals. The findings reveal that Thailand actively manages media coverage through official channels and international media, develops digital communication strategies tailored to the Muslim market segment, and establishes bilateral and multilateral cooperation with Muslim-majority countries as well as non-state actors to expand its halal tourism promotion network. These three strategies synergistically contribute to shaping Thailand’s image as a Muslim-friendly tourist destination and to strengthening its nation branding through a public diplomacy approach that is adaptive to global trends and post-pandemic dynamics. This study offers theoretical contributions to the field of international relations and provides practical implications for formulating halal tourism communication strategies in non-Muslim countries.
