Abstract

The Islamic Republic of Iran conducted counterterrorism efforts against the terrorist organization Islamic State of Iraq and Syria–Khorasan (ISIS-K) from 2020 to 2024. As an affiliate of ISIS, ISIS-K has emerged as a non-state actor posing a serious threat to both national and regional stability, particularly through a series of terrorist attacks across Central and Middle Asia. This study aims to examine how Iran has implemented both soft power and hard power strategies in response to the threat posed by ISIS-K. Employing a qualitative-descriptive method and a case study approach, the research draws upon secondary data sources such as government reports, academic articles, and credible news outlets. The findings reveal that Iran adopts a dual-track approach: hard power through military defence, targeted killings of terrorist leaders, and the detention of terrorist actors; and soft power through ideological delegitimisation of ISIS-K, community conciliation, diplomatic alliances, and counter-narrative campaigns. The study concludes that Iran’s combined strategy demonstrates a level of effectiveness in limiting ISIS-K’s operational space in the region, although security challenges persist.
