Abstract
This study aims to describe the implementation of the Social Inclusion-Based Library Transformation Strategy (TPBIS) by the East Java Provincial Library and Archives Office. TPBIS is a national strategy that seeks to transform libraries into community learning centers based on social inclusion. This research employs a descriptive qualitative approach using Fred R. David’s strategy implementation theory, which focuses on three main aspects: the application of annual objectives, basic policy, and resource allocation. The findings reveal that the annual objectives of TPBIS have been formulated in alignment with the policy direction of the National Library of Indonesia and local conditions, focusing on service improvement and community empowerment through skills training. In terms of policy, TPBIS implementation is supported by national and regional regulations, as well as human resource development through technical guidance and certification. Meanwhile, resource allocation includes the use of the regional budget (APBD), CSR support, certified human resources, and physical facilities such as Graha Pustaka, the Literacy Incubator, and partnerships with external institutions. However, resource limitations remain a challenge in reaching broader community segments. This study concludes that the TPBIS strategy has been implemented quite effectively by the East Java Provincial Library and Archives Office, although further development of training and sustainable community mentoring after the training phase is still needed. These findings are expected to contribute to the improvement of library-based social inclusion strategies at the regional level.
