Abstract

As a National Strategic Area for Industrial Growth Centers, the growth of Small and Medium-Sized Industries (IKM) in Mojokerto Regency is quite massive with a total of 15,787 SMI business actors as of 2023. However, this growth is not accompanied by the awareness of SMI business actors in Mojokerto Regency to have business legality in the industrial sector. As of January 2023, a mere 28% of businesses in the IKM sector, amounting to approximately 4,254 entities, have attained business legality. The substantial expansion of IKM in Mojokerto Regency, coupled with their considerable impact on the local economy, necessitates a rigorous examination of this phenomenon. To overcome this problem, the Mojokerto Regency Industry and Trade Office developed a business legality management service application called Pengusaha Keren. The presence of Pengusaha Keren succeeded in answering the existing problems by increasing the ownership of industrial sector business legality among IKM business actors in Mojokerto Regency to 60% or a total of 9,181 business actors within a period of 13 months. This study aims to analyze and describe the successful elements of the Pengusaha Keren application in providing services to IKM in Mojokerto Regency. This research uses a descriptive method with a qualitative approach. Data collection techniques through interviews, observation and documentation. The findings indicated that the success of the Pengusaha Keren application was influenced by several factors, namely the support and ability of the Mojokerto Regency Industry and Trade Office in the form of a vision and mission oriented towards the realization of services, the availability of regulations as a definite legal basis, the implementation of socialization, the provision of competent human resources, and the benefits felt by all parties involved. There are several issues regarding budget allocation and technological infrastructure availability that require particular consideration to ensure the effective implementation of the Pengusaha Keren application and the continuity of its successful performance.
