Abstract
The implementation of advertisement management policy plays a vital role in creating orderly urban spatial governance, enhancing business actors' compliance with regulations, and contributing significantly to Local Own-Source Revenue (PAD). This study focuses on analyzing the implementation of advertisement management policy in Mojokerto City using George C. Edwards III’s policy implementation model. The objective of this research is to evaluate four key component in the model communication, resources, disposition, and bureaucratic structure to assess the effectiveness of the policy in advertisement management. This study employs a qualitative case study method, with data collected through interviews, observations, and document analysis. The findings indicate that, despite efforts to implement the policy, challenges and obstacles remain, particularly in the areas of communication and resources. The study concludes that the implementation of the advertisement management policy in Mojokerto City has not yet been fully optimal, thus requiring improvements to enhance policy effectiveness.
