Abstract
In order to improve the quality of public services, the government strives to enhance service quality through digital innovation, one of which is through the implementation of electronic government (e-government). One local government agency that has implemented e-government in an effort to improve the quality of public services, particularly in licensing, is the Department of Manpower, Investment, and One-Stop Integrated Services (Disnaker PMPTSP) of Malang City. Currently, the licensing service process in Malang City has been conducted online through the SI-IZOL Application. The presence of the SI-IZOL Application is expected to facilitate the public in handling licensing matters. However, in its implementation, there are still several obstacles, namely that there are still Malang City residents who do not know or understand how to use licensing services through the SI-IZOL Application. This research aims to analyze and describe the implementation of the SI-IZOL Application in licensing services at Disnaker PMPTSP Malang City. This research uses a qualitative method with a descriptive approach. Data collection techniques used include interviews, observation, and documentation. The theory used refers to the elements of successful e-government implementation based on studies and research by Harvard JFK School of Government, which consists of support, capacity, and value. The results show that the implementation of the SI-IZOL Application at Disnaker PMPTSP Malang City can be explained as follows: 1) Support from Disnaker PMPTSP Malang City in the form of vision and mission, supporting regulations, allocation from other parties, and socialization conducted to regional apparatus and the community. 2) Capacity owned by Disnaker PMP ISP Malang City, including adequate financial resources, completeness of information technology infrastructure, and availability of human resources. However, in terms of human resources, it is still considered inadequate. This is due to the transfer of employees to other Regional Government Units (OPD), causing a shortage of staff in the Data and Information section that plays a role in developing the SI-IZOL Application. 3) Value or benefits felt by Disnaker PMPTSP Malang City in the form of licensing services becoming more effective, efficient, and transparent. Meanwhile, the community benefits from faster service, cost savings, and accessibility anywhere and anytime.
