Abstract
The mandate contained in the 1945 Constitution emphasizes of the governmen’s obligation to provide public service in waste management, legally designating the government as the authority responsible for it’s management. In Mojokerto Regency, this obligation is implemented through the issuance of Regional Regulation No. 1 of 2020 on Waste Management. This study aims to evaluate the implementation of this policy by the Environmental Agency of Mojokerto Regency, with a specific focus on the management at the Karangdiyeng Final Disposal Site (TPA). The research adopts a descriptive qualitative approach, with data analysis using interactive analysis techniques. The findings reveal that although communication between the Environmental Agency and the community has been conducted according to established mechanisms, several deficiencies remain, particularly regarding the clarity of Standard Operating Procedures (SOPs) and the management if collabirations. Moreover, budget limitations and insufficient facilities pose significant challenges, leading to unequal waste collection services and rapid capacity issues at the TPA. Overall, while the waste management policy in Mojokerto Regency has been implemented, it has not yet reached optimal effectiveness. Efforts for improvement are still required, particularly in the areas of communication, resources, and bureaucracy in the order to enhance the effectiveness and equity of waste management services, and to create a aclean, healthy environment free from the negative impacts of waste.
