Abstract

Environmental problems faced by almost all countries, including Indonesia, indeed cover a number of very crucial aspects including air pollution, water, soil, climate change, waste problems, and other problems. The waste problem is one of the issues that has not been resolved until now, every day humans produce waste from their various activities. This research aims to find out, analyze and describe the implementation of waste management policies in Surabaya City. The type of research used is qualitative research method. The theory used is Edward III's theory based on four indicators, namely Staff, Information, Authority and Facilities. The results of this study are the implementation of waste management and cleanliness policies in the city of Surabaya, especially in Simokerto sub-district, has been carried out well but many are still not on target because there are still people who have not kept the environment clean properly and do not know how to manage waste properly.
