Abstract
The high plastic waste generation in Surabaya City led the city government to issue Surabaya Mayor Regulation No. 16 Year 2022 on Reducing the Use of Plastic Bags. this policy has been running for more than two years. However, there are many businesses that still use plastic bags. One of them is in Pabean Market, Surabaya city. The purpose of this study is to see the success and provide recommendations for policies to reduce the use of plastic bags in the Pabean Market, Surabaya City. The research method used in this research is qualitative research method, using snowball informant determination technique. The data collection technique used interview, observation, and documentation methods. The focus of the research was carried out with the theory of policy evaluation, inputs, processes, outputs, outcomes. Data analysis techniques are carried out by collecting data, condensing data, presenting data, and drawing conclusions. The results showed that the policy of reducing the use of plastic bags has not gone well because this policy has not fulfilled the policy evaluation measures, namely inputs, processes, outputs, outcomes. Improvements need to be made to the implementation of this policy in Pasar Pabean so that problems can be resolved and run well in the future.
