Abstract
The objectives of this study are to describe the performance of the implementation of the street vendor arrangement policy in the Suramadu Bridge foot area on the Surabaya side. The research method used is descriptive with a qualitative approach. Data collection techniques are carried out through observation, interviews with research informants, and documentation. The focus of the study refers to the theory of Policy Implementation by Van Meter and Van Horn which consists of 6 indicators of implementation achievement including: Policy standards and targets; Resources; Inter-organizational communication; Implementor characteristics; Implementer attitudes or tendencies; Economic, social and political conditions. The results of this study indicate that in the inter-organizational communication indicator, the characteristics formed in the implementor, and the attitudes, tendencies or responses given by the implementor have been successfully implemented. However, in the indicators of policy standards and targets, resources owned to support the achievement of implementation, and economic, social and political conditions in the area have not been implemented optimally.
