Abstract
Cigarettes have become an agricultural commodity with a significant contribution to the expenditure structure of Indonesian society. Data from the Central Statistic Agency of Pamekasan Regency (BPS) in 2023 shows that per capita cigarette expenditure ranks second after prepared food and beverages. This research aims to analyze three main aspects: first, the classification of cigarettes as a food group from the perspective of five government institutions, and second, the perception, motivation, and meaning of cigarettes for farmers in Samatan Village, as well as the impact of cigarette consumption on farmers' expenditure in Samatan Village. Using a qualitative descriptive method with in-depth interviews and documentation, the research found differences in views between institutions. The Central Statistic Agency (BPS) categorizes cigarettes in the food group, but four other institutions consider this classification inappropriate as it can influence tobacco product policies. For farmers in Samatan Village, cigarettes hold a complex meaning. Motivation from family and friends becomes the primary factor in cigarette consumption. The majority of their daily expenditure is allocated to purchasing cigarettes, even exceeding food and non-food needs. The research conclusion indicates the need for inter-institutional policy coordination and a comprehensive approach to addressing cigarette consumption, especially among farmers, given its deep roots in the socio-cultural and economic context of the community.
