Abstract
Micro, Small and Medium Enterprises (MSMEs) drive the community's economy, especially in meeting the needs of a wide and diverse market. The Surabaya City Government has taken concrete steps to support the growth, development and competitiveness of Micro, Small and Medium Enterprises (MSMEs), which is reflected in Surabaya City Regional Regulation Number 1 of 2021 concerning Micro Business Empowerment. Tenggilis Mejoyo Subdistrict, Surabaya City, is one of the areas that actively supports the empowerment of MSMEs, especially micro businesses, but in its implementation there are still obstacles such as incomplete data collection, limited business development, less than optimal partnerships, low business license legality, and weak coordination and control in micro business empowerment. The purpose of this research is to analyze, describe, and identify in depth the factors that influence the success and obstacles to the implementation of micro business empowerment policies in Surabaya City with a study in Tenggilis Mejoyo District. This research focuses on factors that influence the success and obstacles to the implementation of micro business empowerment policies in Surabaya City with a study in Tenggilis Mejoyo District. This research uses a policy implementation model that includes behavior relationships between organizations, lower-level bureaucratic behavior, and target group behavior. This research method uses a descriptive qualitative approach with data collection techniques in the form of direct observation, interviews, and documentation. The results showed that the behavior relationships between organizations and target group behavior quite influenced the successful implementation of the Micro Business Empowerment Policy in Tenggilis Mejoyo District Surabaya City, because it could achieve the acceleration of micro business empowerment goals, namely growing the ability of micro businesses to become resilient and independent businesses, and increasing the role of micro businesses in regional development, job creation, income distribution, economic growth, and alleviating people from poverty. However, there are still obstacles in the form of low awareness and understanding of business actors in Tenggilis Mejoyo District Surabaya City regarding the importance of micro business empowerment activities. In addition, the lack of understanding of government employees in absorbing information and the limited number of workers are also obstacles to lower-level bureaucratic behavior which in turn is also quite influential in the successful implementation of microbusiness empowerment policies in Tenggilis Mejoyo District Surabaya City.
