Abstract
The city of Surabaya is still experiencing problems regarding the unemployment rate. Based on data obtained from BPS, the number of unemployed people in the city of Surabaya is 7.62% and is ranked sixth in East Java. The Surabaya City Government has implemented various methods, one of which is through labor intensive programs. Labor intensive is one of the Surabaya City government programs whose aim is to eradicate poverty and unemployment in this city. This research aims to determine the implementation of labor-intensive programs in reducing the unemployment rate in Gundih Village. The research method used to carry out research is qualitative using data collection techniques through interviews, observation and documentation. The theory used is David C. Korten implementation theory with a research focus consisting of programs, implementing organizations, and target groups. The research results show that this labor intensive program has been successfully implemented, although the implementation process still experiences several obstacles.
